why not add config folder to save mysql or params config in ice/hello? #12

All framework will separate msyql or params config from core code.
what different from ice/hello to ice/base ? I think we need a good demo for ice framework.

ice/hello is just a simple app which you should know on the beginning. You can follow a hello tutorial.

ice/base is the base application written in Ice. It is a multi-mudule application (frontend/backend/cli/doc), also configs are separated from core code. Use this application as a way to quick start any new project.

PS.
I make right now a few improvements to the base...
