Proposal: Zombie age N+ missed validation ceremony stake protection.

I've created some polls in the TG idena chats, most people (ca. 80%) voted yes.
Even though I've used N=20 in the poll, I think age 10 would be a better choice.

What for?

• you might end up in a hospital unable to terminate your id
• you might get stuck in traffic, etc..
• jail, or other places without internet access
• if using a shared node it might go offline, etc... i.e. you will miss instead of fail
• gives one more incentive for people to keep their id's
• and so on
