Add new Forms component

• Client side form validation
• Informative error messages and best practices
• Notification with list of errors (auto focus) and skip links to inputs
• Correct aria attributes (aria-required, aria-invalid, aria-describedby)
• autocomplete attribute
• List ways to handle form submission in Astro
• Submit button (could be a separate Accessible Astro Component Button)
