Summary

Follow-up to meta-issue #1168.

Problem Definition

In v1.1 we shipped the first version of relayer fees. Now we will refine and potentially add more specialized support, so that operators will be able to relay/not relay based on fees, for example.
Meta-issue tracking all our work on relayer fees specialization features.
