hydra-node version is inferred from the hydra-node.cabal version and, if git is available, the current commit SHA1.

stoleninspired by cardano-wallet's version handling.@ch1bo Suggested we use
git describe HEADin order to get tag and revision information from git which I find appealing but this kind of conflict with the "usual" format ofX.Y.Z-SHA1, so I went down the path of maximal reuse.
