Storage check mode

Infrastructure providers could benefit from a check command to verify that node storage has been set up correctly: the filesystem is writable when empty, the database is not corrupted when restored from a backup.

Add a jormungandr running mode selected with a command line parameter, that will only initialize the storage and exit with an error code indicating the result.
