I tried fedora for a bit, and noticed that on it, intel-lpmd does report "utl exit", only "utl enter", but this doesn't happen on arch linux. I could imagine a missing kernel build config option being the case for this.

Please paste the lpmd log with --loglevel=debug.
Please paste the config file you'r using.
