Oversight in the runtime configuration of Kintsugi which meant that
LastAuthoredBlockwas never updated when collators produced a block. Then because theCollatorSelectionpallet was outdated it would incorrectly kick "stale" candidates.Note: the additional rewards logic here is superfluous because we already handle fees here.
