.ee policy does not allow registering 1 character domains, but whois does not reflect that and responds to 1 char queries with domain not found rising questions why shouldn't one be able to register one

Similarly to reserved and blocked domains the response should indicate that that 1 character long domain names are not available for registration.

On second thought lets make the error message more informative. I suggest following message:

Parameter value policy error: domain name must be 2-63 characters long.

for cases with illegal character we could use message like

Parameter value policy error: only ASCII and letters from Estonian alphabet allowed

or if its not trivial to make error handling this specific we could make the message universal
