Automate Python build as part of Feet building

Right now CPython has to be built and pointed to to build Feet. This part could be automated, including making the actual CPython version configurable. It would be easy to download, build, and include the correct version on-the-fly.

This should include a more intelligent build script that can skip unchanged steps, because this will be the most expensive step.
