[Service provider`s profile] The city name with the apostrophe is not found in the 'Населений пункт' filed when creating/editing an institution #1401

Environment: OS Windows 11 Pro, Version 22H2; Browser: Chrome, Version 121.0.6167.18
Reproducible: always
Build found: commit 502b9b7

Preconditions

  1. The site 'Позашкілля' https://oos.dmytrominochkin.cloud/ is opened
  2. User is logged in as a service provider
  3. User has already created an institution

Steps to reproduce

  1. Click on the user`s name in the header and pick 'Інформація про заклад' from the dropdown list
  2. Click on the 'Редагувати' button
  3. Click on the 'Контакти' tab
  4. In the 'Населений пункт' field enter city name with the apostrophe, e.g. Куп'янськ
  5. Observe the results of searching

Actual result
The city is not found

Notes: Using the Ukrainian keyboard layout to print the apostrophe, as well as the English keyboard layout it is possible to add symbols with Unicode dec 39(hex 0027) або 96(0060). But when the system autofills the name of the city, it adds the symbol RIGHT SINGLE QUOTATION MARK 8217(2019).

Expected result
The city is found and can be added from the list.
