There is not a default value in 'Соціальна група' dropdown instead 'Відсутня'

Steps to reproduce

1. Select 'Інформація про дитину' in menu.
2. Click on 'Додати дитину' button.
3. Pay attention to 'Соціальна група' dropdown on the page .

Actual result
There is not a default value in 'Соціальна група' dropdown.

Expected result
There is 'Відсутня' as a default value in 'Соціальна група' dropdown.

'Відсутня' group has been setted as a default value in 'Соціальна група' dropdown. Field "Соціальна група" is NOT Mandatory.
