Allow lines starting with a "#" to be treated as comments in the filter list. Add a relevant example to the sample list. Add a test for the functionality.

Seems sane 👍 Only thing I wanted to add as a note here is that there isn't an official language used for these configuration files, it's just newlines and comments for now. In the future we could look at using a specific configuration language to avoid this reinvention of the wheel.
