Publish the python package to Pypi

Publishing the binary version of the package does not seem as an option at the moment as the compiled version is too dependant on the local build environment.

The manylinux1 environment does not support C++17 yet: pypa/manylinux#118

Will need to try publishing the source distribution and compile everything at the client.
