notify users that the upstream templates have been updated

add "something" to .travis.yml and appveyor.yml to notify users that the templates in this repo have been updated.

For this, we'll probably need to come up with a versioning scheme for the templates. The notifications will be sent when the template version is bumped.

Sadly, this feature will only be available to new users.
