same problem here. Not only this but Basset seems to be stalling assets loading andrewelkins/Laravel-4-Bootstrap-Starter-Site#133

Edit: both problems solved with some workarounds but this still doesn't mean everything is ok - those are quick fixes:

Time out on windows (why is http: not used? Why does url start with just // ?):
