When navbar isn't fixed, clicking on menu item takes you a little above start of section #41

When the navbar is not fixed (i.e. the screen size is small) and you click on a menu item to scroll to its corresponding section, the top of that section is not flush with the top of the page. Below, I clicked on "jQuery" and was taken to a spot just above the top of that section.
