1. Remove some of the more obscure default extensions from the stock package that weren't used in the original Emby builds, removing some superfluous dependencies.

2. Enable nvenc/nvdec and vdpau on all supported platforms.

3. Support Ubuntu armhf for Bionic and Cosmic (but not Xenial due to dependency issues with libva-dev).

4. Move the binaries to /usr/lib/jellyfin-ffmpeg rather than /usr/share/jellyfin-ffmpeg as per #2; uses transitional symlinks to avoid interrupting existing installs until this is changed in Jellyfin 10.3.0.
