Command window opening in foreground on each call #1

On each Process command call, a windows command window opens in the foreground. This should be set to background or not open at all.

on first glance at Process from dart:io doesn't offer an obvious setting. Attempted a few additions to the command statement but did not work.

fixed in #c649c9d with help from dart-lang/sdk#39945 (comment)
