the releases are failing as a prior release partly succeeded (artifactory upload happened but the tag & release notes failed).

this is an issue with the project. some files are not correctly formatted and the google plugin formatting is just awful (does it on release not enforced earlier).

fixed by jenkinsci/google-oauth-plugin#211 release is auto made at https://github.com/jenkinsci/google-oauth-plugin/releases/tag/1.324.va_a_17c83c2a_49
