Probably add to the end of the README.md or as a separate CONTRIBUTING.md file.

Considerations:

Should issues be claimed first or first-come, first-served with a PR?
If issues are claimed, how long until they become open to everyone again if not implemented?
Particular branch to open a PR against? (e.g. for bug fixes vs. new features)
