Make this a python package?

We don't necessarily need to upload it to Pypi (though we certainly could), but it would make install much easier if we packaged the python part of this so one could install with something like pip install --editable spectral-events.

Definitely in favor of this, though it's important to point out the test suite for this repo is currently very slim and monolithic. We'll probably need to spruce things up a bit if we plan to make this toolbox more accessible to entry-level users.
