Steps to reproduce the issue

  1. Select "New" from back-end Module Manager
  2. Select "Custom HTML"

Expected result

  1. The navigation tabs in the Module Form should include "Module", "Menu Assignment", "Module Permissions", "Options", "Advanced"

Actual result

  1. The navigation tabs in the Module Form only includes "Module"

Additional comments

  1. Same result when "Edit"ing a Custom HTML module rather than creating a new one
  2. Works as expected when selecting other modules types for editing or creating. The attached image illustrates contrasting results for "Custom HTML" vs. "Archived Articles" screen shot 2014-11-12 at 15 08 35

I can't reproduce this on my servers.
Can you test this on a clean installation?
Also try to raise error reporting to maximum and see if there is an error shown.

Another idea to check: You seem ton have a custom editor there and some 3rd party plugins which interact with the editor. Try disabling those and see if it makes a difference.

Also check the browser console for JavaScript errors

Thank you for your time and suggestions. I was able to determine that this problem is tied to the concurrent use of the custom editor(RokPad). When I switch the editor to another the problem is resolved. I'll report the problem to the editor developer.

In that case it not enough to say you have the problem. As mentioned, it is not reproducable on a clean environment. Suggest you ask for support on the forum or provide details to reproduce.
