Update to use PNPM 10 as the corepack package manager. Right now we are blocked due to an issue in upstream corepack that was fixed in version 0.31.0. It has been fixed in NodeJS 22 and 23, but has yet to be fixed in 18 and 20.

See: nodejs/corepack#627

Once that is fixed in NodeJS 18 and 20, we can update to use PNPM 10.
