circle CI seems broken #230

I recently made 2 PR and the docs build in circleCI seems broken (https://github.com/jupyter/jupyter-sphinx/pull/229/checks?check_run_id=16132999943)

I clciked on the "see more" button but nothing appears so I guess there is a configuration issue.

The Potential solutions are:

can someone with higher rights than mine can check the circle CI build and identify the problem
should we simply drop it in favor of a github action one ?
