Create a review if the template changes

It would be very helpful if all translations automatically get a review if a project is updated through the team provider or API access.
That is because one must assume that translations are no longer accurate when the template string changes.
For this to work it is vital that team provider update and upload through the API produce proper property diffs and broadcast them to the listeners.
