Allow Karate consumers to create their own Cucumber steps #455

Hello,

First of all thank you for your work on Karate. My colleagues and I find it very promising and useful for testing web-services.

However, as we are analyzing the possible adoption of this testing framework, we find that its biggest problem, one big enough as to not adopt it, is that we cannot define our own Cucumber steps.

Since we want to abstract some processes with natural language for ease of use, and since we do not want to load a JS file, we need to define our own Cucumber steps.

Do you have any opinion, issue or reserve on this matter ?
