feat: Character Bastion Tab - Toolbar and Section Ordering #839

Update the Character Bastion Tab to feature a toolbar above the bastion name. The toolbar should be equipped with the following tools:

Search
Facility Sort
- Manual
- Alphabetical
Occupant Sort
- Manual
- Alphabetical
Section Config

Section Config should allow for reorganizing the Bastion Sections. They are

Facilities - this encompasses both Special and Basic as one unit to order in the larger scheme of the page
Defenders
Hirelings
Creatures
Description

Any section can be marked as hidden in section config if the particular sheet doesn't need it.
