目前的標籤頁面只有管理者能夠處理（ http://k.olc.tw/elections/tags ），也許可以開放訪客幫忙下標籤，只是也許要有快速清理垃圾建議的機制存在（像是刪除來自同一個連線所有標籤），降低開放這個功能的管理負擔
