I've updated to 24.4, and I was having a problem with (load "auctex-pkg.el") in starter-kit-latex.org. The define-package function seems to have been written out of the most recent version of package.el (producing only the error message "Don't call me!" when called), and the auctex-pkg.el file uses it. I changed it to (load "auctex-autoloads.el"), and it seems to work now.
I haven't been able to apply the fix the issue listed here to the load-path issue, though.
