On musl 1.2.0, make install will properly place things under $PREFIX/. However, as of musl 1.2.1, despite being given a --prefix at configure time, running make install will still attempt to place things under /.
I suspect this is a simple whoopsie somewhere in the code, but I have not looked into it with any gusto yet. I can definitely imagine someone familiar with C beyond not at all (as is my case) would be able to spot this way faster than I ever could, even if I have a generous head start.
