Unable to add reaction in room with send messages set to moderator, but send reactions to default

As a default user, I'm unable to add a reaction to a message in a room with the send messages permission set to moderator, but send reactions set to default. The reaction bar doesn't pop up but the message is highlighted. No issues adding reaction in same chat with same permissions in Element.

Checked on iPhone, not sure if on Android too. I assume there is an issue in the logic checking permissions.
