Propagation status for a resource should indicate if namespace placement prevented propagation #951

As per a conversation on kube slack, if a namespaced federated resource is not propagated to a cluster because the cluster is not selected by the placement for the containing namespace, the propagation status for the federated resource will appear to be healthy with no indication as to why the cluster was not propagated to.
