Dependency on Apple Entitlement

Hi! Do you need the Screen Time API Entitlement from Apple to run this? I read elsewhere that it takes 30+ days for Apple to approve this access. Or is that for just releasing to App Store?

I assume you also need the apple paid developer account to add the necessary "Capabilities" ? Thanks!
