Auto Approve and Auto merge for dependabot PR's in one of my repo: https://github.com/KacperMalachowski/static-serve/blob/main/.github/workflows/dependabot-approve.yml

For us it should use custom service account (ie. neighbors bot or kyma-bot) with custom token to allow it to approve and merge PRs.
