Observed behavior

The items in the Category drop-down are not nested when viewed in Arabic

Expected behavior

The items in the Category drop-down should be nested when viewed in Arabic same as in English

Steps to reproduce the issue

  1. Go to https://hotfixes.studio.learningequality.org/en/accounts/#/ and sign in
  2. Switch to Arabic and go to the edit modal for a resource
  3. Open the Category drop-down
