Update olewoo_interop project to Win SDK 10.latest and Platform Toolset v142 #11

This saves having to maintain an old version of the SDK and platform toolset. On the other hand, contributors might not be using the latest tools. What do the project owners say?

From my point of view, I'm sitting around Visual studio 2017. I don't particularly have an objection to being relatively up to to-date, as long as it's not predicated on paid-for tooling.

(bear in mind this was written for windows xp ;) ).

Just as a FYI -- I think with .NET 4, we technically don't need olewoo_interop and should be able to do everything in pure C#. Here's an example implementation that uses C# entirely for parsing type library.

However, that won't eliminate the need for C++ build tools if you want to use the MIDL compiler to do something with the IDL generated by the olewoo.
