build: add Github Actions release workflow

With https://github.com/lightninglabs/taro-private/pull/83 we have all the release scripts needed, so we can use the manual process of the next release. After this release, we should copy over lnd's Github Action to make the releases in a draft/staging mode, and also build all the binaries.
