I'm not sure this requires a ruling update, since that just describes how the impulse works
With the explicit addition of impulse into the rulebook, this no longer requires a separate ruling
Perhaps more useful for players to play using the impulse
I've started to say "pass the impulse" where appropriate and it's cleared up a lot of confusion around timing issues
