downloaded https://github.com/docker/compose/releases/download/v2.24.7/docker-compose-windows-x86_64.exe to [wsl?] ~/.docker/cli-plugins as docker-compose.exe which seems to have resolved the problem.

Leaving issue open to remember to delete this when new version of Docker Desktop is released/installed.

installed docker 4.30.0, which doesn't appear to have the problem
