[modid_check] Remove dependency on opentitantool

Description

The modid_check aspect depends on the local toolchain for opentitantool to run its checks. This means that the whole rust dependencies have to be recompiled every time. It might be good to make this check its own rust binary to avoid pulling the opentitanlib.
