Programming exercises: Add hint that JetBrains Toolbox needed when setting IDE Preferences #9541

Is your feature request related to a problem?

When cloning a repository multiple options are given:

Depending on the user's settings, the middle button shows: Open in VS Code / IntelliJ / PyCharm / CLion / XCode
If you have chosen any of the JetBrains products, e.g. IntelliJ, and do not have the app "JetBrains Toolbox" installed, and try pressing the button, nothing happens.

Describe the solution you'd like

Maybe add a hint in the settings where you can choose your IDE preferences, that without the JetBrains Toolbox installed, cloning won't work with the "Open in ..." button.

So in the settings the little question mark button explains exactly that. but i agree its not that prominent for the user so ill move it into the normal description
