Given the Numpy Enhancement Proposal for python support (NEP 29) lists supporting Python3.6+ in Dec 2019, I think it makes sense not to go back and support python 3.5.

cc @hermansje, in case NEP 29 is useful! (I hadn't seen it before, but it seems handy)
