Add inventory buildings to 'Building Efficiency Rating', and more

Players have two ongoing questions about their city:

A. What buildings should I sell from my city?
B. What buildings from my inventory should I build?

Question A is largely addressed by the Building Efficiency Rating tool, but Question A is hardly addressed at all.

I suggest the following to better answer these questions, in priority order.

1. Include inventory buildings in the Building Efficiency Rating tool.
   This might be done by including a checkbox for city buildings, and a checkbox for inventory buildings, and by marking each line with whether it is a city building. That way, a player could look at just city buildings, just inventory buildings, or both together.
   (I think this is the most important suggestion.)

2. For inventory buildings, it would be great if that included buildings that could be assembled instantly from kits.

3. For each type of building, maintain a separate Boost metadata, that a player could set based on their own priorities at that stage in their game. This Boost value would be added to the Efficiency score, rather than being used as a divisor. For example, if a player valued supply boost but not coin boost, they could assign an appropriate value. Or when a player is building their Nutcracker Guardhouse farm they could increase the Boost value by a lot for buildings that produce Nutcracker Guardhouse fragments and Self-Aid Kits, while once they have their farm they could omit that from the Boost value. This would address the demands for adding various columns to the Building Efficiency Rating tool.
