Manual Testing Issue Creation script is not working

Describe the outcome that is desired.

There is a script to automate manual testing issue creation at:

However the script found not working when creating manual test issues for mantid release 6.12 and raise errors as below

Access tokens with required privileges were attempted for this task but ended with the same result. When used with --dry-run flag it seemed the script would succeed. But when attempted withhout --dry-run the above above error was encountered.

Note: attempting to run the script several times would hit the API rate limits and raise the below error instead.

Given there are no issues with using the tokens to create an issue (see test at #38627 ) and the script was working for manual testing of v6.11 it is likely that something has changed since then to cause issues with the script.

I don't know if it's relevant but Artifact actions v3 were deprecated towards the end of 2024 see https://github.com/actions/upload-artifact/blob/main/docs/MIGRATION.md for details of migrating from v3 to v4 in case it is relevant.
