automatically set airflow DAGs to 'on' #12

By default DAGs are set to "off".
We need to be able to set the DAGs to 'on'.

Currently these need to be toggled on manually. To do so:

  1. navigate to the airflow webserver admin page on your stack. By default this should be at localhost:8888.
  2. log in using credentials from your .env file
  3. click the on/off toggle to set DAGs to "on" on each DAG
