Define Massa Official Provider Process

Following an internal discussion and this comment we should define the process and questions like:

• who is responsible ?
• who has access ?
• what the process is to add new domains to the allow list ?
• where do we discuss about these subjects ?

I believe parties concerned are @damip @thomas-senechal @SlnPons @pivilartisant & perhaps @Leo-Besancon

I think this issue has been tackled a couple of weeks ago. Here are my takeaways:

• Providers will have to register here: https://github.com/massalabs/Deweb-Providers - @thomas-senechal is in charge of making sure the ReadMe stays up to date for anyone to register.
• Massa providers are managed by: Leo & Thomas who both have access to add new websites on the list.
• The process to add a new website to the Massa providers' allowlist is:

1. Validate with Damir that it's ok to add it to the list
2. Inform everyone at Massa (Labs + Foundation) that the website will be added to the allowlist
3. Ping Leo or Thomas to add the new website to the allow list
4. Add the website to the list - @thomas-senechal do we have a list that we can easily consult with all the websites allowed on Massa official providers? (like for me and foundation to keep track of it for instance)
