restore to current workspace not working

I'm using Ubuntu MATE 16.04 LTS (Mate 1.14.1).

Under Window List Preferences (right-click panel), I've selected "Show windows from all workspaces" and "Restore to current workspace."

However, clicking on minimized windows does not restore the window to whatever workspace you happen to be on.

This is the same bug that was reported here: https://bugzilla.redhat.com/show_bug.cgi?id=393481

I've reported this on Ubunty MATE's bug tracker at https://bugs.launchpad.net/ubuntu-mate/+bug/1394721; Martin Wimpress suggested that I report it here, upstream.

I'm suing Ubuntu MATE 20.04 (Mate 1.24).

Restoring to current workspace still does not work if show windows from all workspaces is selected under Window List Preferences.
