Schema list page interactivity

Users should be able to create a new schema, edit schema names, and delete schemas.

As part of #171, the UI will be handled. This issue to track the interactivity: calls to backend, store updates, error handling

I've not detailed out this issue, because #171 contains the required information. This issue is created to merge #513 earlier, and track the interactivity separately.
