required for #7803 and #7893

Within sites manager we want to link to the guide on piwik.org or a page on developer.piwik.org. We would need it on developer.piwik.org at some point anyway as we already list the PHP and JS tracker but nothing else but don't really mind where it is.

I don't have many expectations for that page. A first version could just link to the different SDK's.

@mattab needed for 2.14.0 or 2.15.0 at the latest as we need to deliver #7893 . Do you want to take a look at this? You have probably more expectations / ideas on this.
